Why not just dig it up?

Will it stop roots for good?

It removes what roots use. A continuous liner has no joint for a root to enter through, so the opening they were exploiting is gone. Where a line has several defects along its length, the question becomes how much to line, and the footage answers that.

Does the pipe get smaller?

Slightly, because the liner has a wall thickness. In a properly sized domestic drain that is not a practical issue, and a smooth continuous bore frequently flows better than the damaged pipe it replaced.
