What it means practically is that anybody who has lived here a long time may still be working from the rules of a council that no longer applies to their property.

Not necessarily, and that is the point. On a suburb the boundary runs through, two houses a few streets apart can be dealing with different authorities and different controls. It is worth confirming the council for your own address rather than relying on what worked for somebody nearby, and it is a matter of record rather than something to work out from a map.
