Carlingford is not wholly inside one council area. The boundaries run through the suburb rather than around it, and in the 2016 mergers around fifteen thousand residents across Carlingford, Beecroft and Epping moved out of Hornsby Shire and into the City of Parramatta. That is not trivia. Council is the authority on stormwater disposal and on tree approvals, so if you do not know which council you are in, you cannot ask the question that decides whether a job can proceed.
